Chromium formatting with Ruff

Hello Chromium Python team,

This is a notification and a heads up that we are planning an LSC for Chromium to move formatting into Ruff. General information is available in this proposal document, but the short story is that Ruff is a lot faster than Yapf, though it will format files in a stricter, Yapf-incompatible format.

The supporting tooling, that being Chromium extension and `git cl format` are ready and all users already have them. The LSC proposal will be sent out soon.
