Interest in Incoming Call Notifications for the web platform

Hi folks,

Google Meet has voiced interest in the incoming call notifications project (explainer, spec where it will live), for the web platform. Adding pwa-dev@ for public discussion - are any other developers / potential partners interested in this feature shipping?

@Stanley, I know you worked on this at Microsoft for the origin trial, are you (or anyone else at Microsoft) interested in picking this back up? Given you already did a bunch of work here I want to make sure y'all have the opportunity to see it through now that we have some interest. @Ben Jacobson will be our PoC from Meet who's interested in this.
