This bug doesn't have anything to do with scope extensions or PWAs - it's just affecting those tests sometimes too, as well as many other tests. Removing the scope extensions component.

Let me know if you had another reason to add that though.

- User Cls Failed Presubmit (7-day) < 1, and
- Presubmit-blocking Failures Exonerated (7-day) < 1, and
- Builds Failed by Flaky Test Variants (7-day) < 1
