FYI: Predictable App Updating explainer, allowing user to ignore name & icon updates

Hello all,

We have an explainer about some updates to how update works, specifically name and icons. This is likely a non-issue for most people.

If you update your icon without changing the URL of the icon, then you'll want to know about this and make it so the url changes when the icon changes. Otherwise, this likely will not impact you.
