Predictable App Updating - Explainer, Implementation complete targeted at M142

Hi folks,

The PWA team at Chrome landed the explainer for Predictable App Updating following TAG approval, and are currently in the midst of implementing it, targeting Chrome M142 at the moment. Sending it out so that folks are aware, and if you have any feedback or questions or thoughts, happy to help out.

On a side note, we're also implementing a trusted icons infrastructure for PWAs. to support the app updating project (anyone with a Chromium account should have access, if not, please feel free to ping diby...@chromium.org). This is also under implementation, and once done, PWAs will use a single user approved icon for all security sensitive surfaces (like on the OS as well as other parts of the browser) instead of the multiple icons obtained from the manifest, as a means to make the icon updating project much easier and more safer from the end user's perspective.
