How can we send notification to the PWAs Installed Application on Desktop

Hi,
Would you please help me clarify the questions below regarding Push API and its implementations in Chrome?

I have implemented the PWA application which can be installed on the Desktop system or Laptops. So whenever I send notification while the PWA and my chrome browser is closed that time I am not able to receive any notification but when only my PWA is open I am able to receive the notification properly.

So is there anyway I am able to send the notification in such a case like above as we can in the android chrome?

No, there is not. We can't currently wake Chrome up to deliver a push message on platforms other than Android. This is because we need to listen for messages in order to do so, but since Chrome owns the connection with the push service (FCM) it needs to be running. It's something we'd like to address, but there aren't firm plans for this at the moment.
