New server roughtime.int08h.com port 2002

I've stood-up a public Roughtime server at roughtime.int08h.com port 2002The server's long-term public key is 016e6e0284d24c37c6e4d7d8d5b4e1d3c1949ceaa545bf875616c9dce0.

It's running my Rust implementation of Roughtime and sourcing time from Google's public NTP servers. Conveniently, as Google's time sources implement a 24-hour leap second smear, the server provides proper "Roughtime UTC" as required by the spec.

Hi Stuart,

Please can you confirm your public key is correct?  My client expects a 256 bit ed25519 key but yours appears to be 232 bits.

Steve, looks like I made a copy-and-paste error. Thanks for catching that! The correct long-term key is:
