How does Chrome decide between TCP and QUIC?

Hi all,
         When QUIC is enabled in Chrome how does Chrome figure out whether to use TCP or QUIC? Are there any control packets that are sent initially if QUIC is enabled?If so on which port they are transmitted? Does QUIC require a particular port to operate on? Even during streaming how does Chrome switch from QUIC toTCP or Vice-versa? What are the defining parameters and how are they sent ( UDP/TCP)? 

 Any suggestion would be really helpful.

The QUIC discovery doc on the chromium page describes how Chrome learns about and uses QUIC.
