Is Cronet supports TLS1.3 tcp connections + 0-RTT?

Hi everyone :)

We are still experimenting with QUIC (https://groups.google.com/a/chromium.org/forum/#!search/cronet$20tls$201.3%7Csort:date/proto-quic/h1nzs3HAVoM/OdNtmmLKBAAJ).

Now we want to check Cronet against TCP/IP http/2 connection via TLS 1.3 + 0-RTT.

Like a fallback, when quic fails.

Experiment:

1) Android app (Samsung S8, Android 8.0), Cronet 75.3770.101 (quic disabled, HTTP_CACHE_DISK_NO_HTTP)

2) Make a request to server with TLS v.1.3 with 0-RTT (it supports 1.2 & 1.3 both)

Results:

1) We see that connection drops after 180 seconds (it's ok).

2) Next request runs without 0-RTT. We see initial TLS 1.3 connection/handshake

3) Request after app restart also runs without 0-RTT

So, is Cronet supports TLS 1.3 tcp connection with 0-RTT?
