What determines QUIC use in Chrome?

With QUIC at 'default' in Chrome, what determines when it will be used? I believe it's messing with ads firing in some cases.

I'm positive QUIC in the latest Chrome is messing with my site. Any idea who I could get these repro steps to?

Repro steps for Google’s DFP ads not firing when QUIC protocol used.

In Chrome:

1. Go to chrome://flags/#enable-quic and change value from ‘Default’ to ‘Enabled’

2. Click “Relaunch now” at bottom for change to take effect.

3. Go to http://nymag.com/daily/intelligencer/2015/04/comcast-finally-cancels-service-of-fire-victim.html and note that ads don’t fire.

4. Return to chrome://flags/#enable-quic and change value from ‘Enabled’ to ‘Disabled’

5. Click “Relaunch now” at bottom for change to take effect.

6. Return to http://nymag.com/daily/intelligencer/2015/04/comcast-finally-cancels-service-of-fire-victim.html and note that ads do fire.

You can toggle this setting back and forth and get consistent behavior.

Anyone have any insight into what might be going on here? (And who to talk to?)

The best option is to create an issue here: https://code.google.com/p/chromium/issues/list

And ideally include a net-internals of you attempting to load the page.

The ad works for me with QUIC enabled, but we have seen one ISP that has huge packet loss on port 80, which causes the request to fail or take forever.  See: https://code.google.com/p/chromium/issues/detail?id=467390
