chromestatus popularity graph: is the y-axis percentage or proportion?

I'm looking at https://www.chromestatus.com/metrics/feature/timeline/popularity/2122. For Oct 25th, the result is 0.000755. Is that 0.000755% or 0.0755%?

If you head over to https://www.chromestatus.com/metrics/css/popularity - they all seem to imply percentages. I would assume that the features and CSS properties would be measured in the same way.

Yeah... I should have thought about this more before asking. It's percent, as https://www.chromestatus.com/metrics/feature/timeline/popularity/9 goes >1.
