How much data is needed to determine the page views impacted

Hi blink experts,

We plan to deprecate a feature (download in sandbox). Is there any guideline on how much data is enough to determine the % of page views impacted? Currently, we only have UseCounters on M71 Canary/Dev, and the % is 0.001%. Can we go through the intent to deprecate/remove process now, or is it better to wait on more data in Beta or Stable?
