Perf test owners

Hi! I was looking for the owner of a test, and noticed that all the links to owners in

lead to a 404 from docs. Is there a new location for this owner information?

The previous external spreadsheet is gone. We may take another approach to make the content public and easier to read compared to looking at benchmark.csv directly.
