Sending SameSite=Lax cookies

Hello net-dev,

we (FedCM) are currently configuring our network requests to only send SameSite=None cookies:

(IsFedCmSameSiteNoneEnabled() returns true)

However, we are discussing in https://github.com/fedidcg/FedCM/issues/587 whether we should also send SameSite=Lax cookies. I was wondering what options we need to set in the request to make that happen?
