I would like to Implement Happy Eyeballs 2 to chromium as a GSoC project

Hello,

My name is Momoka and I am a graduate student at the University of Tokyo.

I found Issue 1281794: Implement Happy Eyeballs v2, interesting and thought I would be able to learn a lot if I could work on this project as a Google Summer of Code Project.

I hope to be able to participate GSoC this year with this project with ricea@ and toyoshim@ as my mentors.

I've written the first draft of my proposal to submit to GSoC.

I am currently reading through /net/dns/host_resolver_manager.cc to get an understanding of how the current DNS query implementation works, and how I should implement the asynchronous DNS query mechanism.

However, I am having a hard time understanding because I'm not so familiar with fallback functions but I'm trying my best to understand since I'm pretty sure I'll be writing a lot of them to implement Happy Eyeballs 2 ;)
