Launching DoH on Android

FYI that Chrome's DoH support (launched for desktop platforms in M83) is starting to roll out on Android today, starting with 1% stable.  Not expecting any significant impact on any other development, but you might see the differences if you happen to look at DNS-related issues/logs/monitoring/etc.
