GWP-ASan 2024 will launch in M140

Hi folks,

The amped-up config for GWP-ASan is baked into ToT at M140. In an unconventional move, we opted to simply delete the complex internal experiment config (which imposed a huge cognitive load on every reviewer, every time), rather than overhaul it to match the baked-in state. We feel this is acceptable since GWP-ASan is a diagnostic tool rather than a security boundary.
