[PSA] Monorail components and mailing lists for media capture in Chromium

Over the course of Q3-Q4 2020, an effort was undertaken by relevant feature owners to streamline how we categorize and triage media capture features in Chromium.  The results of that effort are Monorail components, DIR_METADATA and OWNERS files that reflect current feature and code ownership and triage.

The following Monorail components should be used to file media capture related issues:

• Web APIs
• Blink>GetUserMedia
• Blink>GetDisplayMedia
• Blink>CaptureFromElement
• Browser UI (permissions, capture picker, tab capture indicators, etc.)
• UI>Browser>MediaCapture
• Capturer implementations
• Internals>Media>ScreenCapture
• Internals>Media>SurfaceCapture
• Internals>Media>CameraCapture
• Internals>Media>AudioCapture

More details about these components can be found at the media/capture README.md.   Over time, design docs and other documentation will be added there.

Finally, we have created a new mailing list media-ca...@chromium.org to reach Chromium developers working in the media capture area.  Please direct follow up questions about media capture features to that list.
