Hi loading-dev@ (and predictor peeps),

I noticed on some traces that there might be wins to be had by instrumenting the loading predictor earlier in the navigation flow. I wrote up some thoughts here. Seems like a potentially simple project to speed up page loads? LMK your thoughts.
