The Chrome Desktop team is considering leveraging build-time generated JS code caches to improve the loading performance of Chrome's WebUI.

We've collected our thoughts and an initial proposal in the doc here. The team does not have deep expertise on the loading stack in content/blink so are hoping owners in this space can help to inform our approach.
