--install-isolated-web-app-from-fileshould be comma separated list

The last time I checked --install-isolated-web-app-from-file only works with one file listed. Should be comma separated list.

We have no plans to implement such a feature. As mentioned on chromium-dev@, chrome://web-app-internals is its replacement and this flag is slated for removal.
