Another regression: `display_override` chain is ignored when unframed `url_patterns` don't match

Hi IWA Team,

Just wanted to raise awareness about this bug which I see in my testing: https://issues.chromium.org/u/3/issues/537640131

It is a regression, I see it in CrOs 152, but 150 and 151 work as expected.
