Disabled Java tests

Hi input-dev@,
(and Gary to point me at the right owners in case this list is irrelevant because I couldn't figure out who works on this)

There's a number of input tests that have been disabled for years in //content/public/android/javatests/src/org/chromium/content/browser/input

Some of the bugs have been closed as obsolete like https://g-issues.chromium.org/issues/40735920
