Killing macOS 11 support

Every year we kill support for the oldest version of macOS. We'd originally planned to kill macOS 11 support in M139, but given our late start this year, we're thinking about killing it in M141, with M140 being the last release to support it.

Are there any objections / anything that we need to be worried about? Sorry for the sudden change in mstones.

Also +Robbie Iannucci & +Chenlin Fan in case keeping a mac-11 presence on chrome's infra for a bit longer has any 3pp concerns.

I can reach out to enterprise and see if they have enough runway for notice. If they're OK with it then we can aim for our original mstones. Will get back to you.

Enterprise seems on-board for us killing macOS 11 support in 139, so I'm going to aim for that target. I will do my best to free up the machines so that you don't have to do any scrambling. Sorry for inadvertently adding more chaos than is needed.

Also, I posted a few projected removal targets for future years. Right now I'm aiming to remove more in the summer. If sliding those removal mstones (for future years, not this year) a bit earlier would significantly help you folks, let me know.

Right now, for example, for macOS 12 I'm thinking support ending with M150, with code removal in M151. The M150 branch cuts on June 1. What's the key date, the branch cut, or the stable ship dates?

Hi Avi,

I can go with any of those dates, we can go with branch bec we can extrapolate anything we need pretty well from there. Let's say for a branch on June 1, that ships early to mid July depending on the summer release freeze that happens typically around early July. Then 2 months after that is early Sept it would be out of the branches -at most- if it was an extended stable milestone, otherwise early August. 

Works for me if it's ok for the team schedule!

As far as summer vs earlier os drop dates I think early summer, such that branches are wrapping by the end of the summer, is generally good for us.
