PSA: known issues with fetching from git, at least on bots

We're tracking an issue with widespread but intermittent errors fetching from git at https://bugs.chromium.org/p/chromium/issues/detail?id=635939 .

This is how example failure looks like :

Cloning into '/b/rr/tmpBFF3Ie/rw/checkout/scripts/slave/.recipe_deps/recipe_engine'...

fatal: remote error: internal server error

Please star the issue to get more detailed updates.

This was happening for about 20 minutes, but has been fixed since then.
