[Timeline] METADATA.chromium files migration

Hello Chromium committers,

As  shared with you earlier this month, the Chrome Operations team will be introducing new METADATA.chromium files that will contain the metadata that is currently stored as comments within the OWNERS files.

Benefits of this migration (among others), are:

  • It separates the concepts of ownership and code review from code attributes, allowing OWNERS files to focus on ownership and code review specific data, and bringing us closer to taking advantage of native OWNERS support in Gerrit in the future.

  • OWNERS comments were not designed to hold structured information. Moving it to a well defined [proto] schema would allow tooling to more easily use this information, improve maintainability, and open up the possibility to import and inherit from other files.

The SCHEDULE of this migration is as follows:

  • 7/10/2020 - Chrome Operations to Add METADATA.chromium files with migrated data 

  • 7/24/2020 - Tools that extracted metadata from OWNERS files have been migrated to  METADATA.chromium files.

  • 7/31/2020 - Chrome Operations to remove metadata from OWNERS files.

DIR_METADATA (previously METADATA.chromium) files migration update.

First, as you might be noticing, it has been decided to change the name of the metadata files to DIR_METADATA instead of METADATA.chromium, rationale being that these files will be used by teams outside of Chromium as well; hence, opting for a more agnostic name.

The Proto definition for these files will live in infra repo, the exact location will be stated within the DIR_METADATA files themselves once these are created.

Finally, the date for our first milestone i.e. Chrome Operations to add DIR_METADATA files with migrated data has changed from 7/10/2020 to 7/17/2020. Rest of the milestones remain the same.
