We are preparing to tackle the migration of GaiaCookieManagerService to IdentityManager. This short document outlines the challenge that FakeGaiaCookieManagerService presents and proposes its elimination.

David, I think that you're an expert in GaiaCookieManagerService. Could you review? Mihai: FYI in case you'd also like to review.
