Performance Screencast

Hey,

I've noticed huge degradation in screencast performance since version Chrome 69. The same environment, that includes Chrome 68 or older, can easily produce 30-40FPS for JPEG screenshots, once the chrome gets upgrade to 69 or higher the number drops to 5-10 shots. Just wondering does the new Chrome version has kind of limitations for CPU? because when Chrome 68 can easily overtake 300-400% CPU usage newer version goes up to 130% on the Linux machine.
