Gpu Watchdog changes for Dr-Dc aka Direct rendering Display compositor

Hi all,

   Previously i had written a design doc on dr-dc aka direct rendering display compositor which adds a new gpu thread to chrome.

This feature required multiple changes in the chrome stack which needs their own design doc for discussions due to scope of changes.

Here is one such design doc related to changes we need to GpuWatchDog in order to watch/monitor the new dr-dc gpu thread.
