mailing list settings change

Hi all,

Just FYI I've tweaked the settings on the mailing list so that anyone can join without needing to ask to join (which is what it was previously). It doesn't seem like there's a good reason to limit who can join or make it hard to do so.

First posts from members are still moderated, so we should still be fairly spam-free.

If anyone can think of a reason why this change was a dumb idea, please speak up :). Also, obviously we can change things back if I'm wrong about the spam.
