FileSystemFileHandle::move() for user files

move() already let an app rename a file or move it in the Origin Private File System (OPFS). This launch extends move() to the user's regular filesystem.

An app still can't move items between OPFS and the user filesystem, or move entire directories. Yet.

This work brings us a step closer to completing the basic primitives for File System Access.




Remove the service worker requirement for PWA install promotability for desktop PWAs

This launch is to remove SW requirement for 'promotability' so that sites with an installable manifest show up in the omnibox, omnibox & have their 'beforeinstallprompt' event triggered.

Rationale: Makes “installs” easier and more accessible for users and developers. Speed up promotability trigger and use fewer resources on ServiceWorker checks.
