The UNO project simplifies the concepts of signing in and syncing preferences for users to avoid surprises of what settings are synced.
This change to desktop PWA installs affects which apps are synchronized between users' devices. After this change:
When signed out: PWAs can be installed, but will not be added to a user's synchronized settings when or if they do sign in later, thus:
Signing into an account doesn't add previously installed PWAs to that account.
When signed in: Installing a PWA will add it to a user's account.
Signing out will leave PWAs installed, but they will not be synchronized to any other user's account that signs in later.
This feature is planned to roll out gradually on the Chrome Stable channel.
