Features Releasing to Stable

WebUSB in Extension Service Workers Contributors:  chen...@google.com Chromestatus     Spec    PSA      Bug  Allows Service Workers in Extensions to use the WebUSB API. This prevents a regression as developers migrate Extensions to Manifest V3, which deprecates background pages, requiring developers to use service workers instead. It also removes an obstacle in Chrome Apps migration.
