Chromestatus Spec Intent to Experiment Bug

Currently a web app needs multiple user gestures to open a new fullscreen window. This feature lets a web app with Window Management permission open a new window and immediately make it fullscreen on the same display, by adding a new `fullscreen` windowFeatures option to window.open().
