Open popups as fullscreen windows

Chromestatus Ready for Trial Bug

This feature saves users a click when opening a popup and making it fullscreen. It lets sites easily show fullscreen content alongside the opener (on another screen), or in front of the opener (on the same screen), without blocking access to other tabs in the opener's window. This early prototype helps explore API shapes and UX for convenient multi-screen fullscreen.
