Enabling debug mode for auctionReportBuyers reporting in M123+

Hi everyone,

Starting in M123, sellers using the auctionReportBuyers reporting mechanism will be able to enable debug mode through a new, optional auctionReportBuyerDebugModeConfig field passed to runAdAuction().

Debug mode is a temporary mechanism that relaxes some of the Private Aggregation API’s privacy constraints to allow for easier debugging and integration. Note that debug mode is only available to callers eligible to set third-party cookies or to browsers in Mode B during Chrome facilitated testing; if debug mode is not available, the new field will be ignored.
