#4: This bug isn't a duplicate of the flag being expired per se - it's a request for another way to achieve what the flag achieves. Reopening.

I don't know if this requires a seperate issue, but the enable-audio-focus-enforcement flag also used to allow users to turn off the dimming of sound playing in the background when a sound plays in the current tab. This behaviour is extremely jarring when trying to listen to music whilst working with something that has occasional sounds in the main tab and it would be great to have a way to turn it off.

+1 to #8, e.g. I'd like to play a webgame that has occasional sounds while listening to background music, but the constant volume changes are aggravating enough that I either mute the game tab or do without the music :/
