Precondition:
None

What steps will reproduce the problem?
1. Launch chrome
2. Go to chrome://flags
3. Enable the #page-image-service-optimization-guide-salient-images flag
4. Click on Relaunch
5. Enable #ntp-journeys-module flag and click on Relaunch
6. Observe chrome crashing instead of Relaunch

Actual Result : Chrome is crashing upon enabling the flag #page-image-service-optimization-guide-salient-images flag and try to make #ntp-journeys-module enable/disable/Default.

Expected Result : Chrome shouldn’t crash.

This is a NR issue broken in M-113 since the flag has been implemented.

Note:
1. Issue is repro on latest Canary #119.0.6017.0, Beta #118.0.5993.11, Dev #118.0.5993.11 and Stable #117.0.5938.89
2. Will provide Linux and Mac behavior soon

Issue repro on Mac and Linux.
