Disable flaky SingleClientExtensionAppsSyncTest.InstallSomePlatformApps on a few platforms
This test has started consistently failing on CFI builds, stating with
https://ci.chromium.org/ui/p/chromium/builders/ci/Linux%20CFI/31364/overview.
It has also showed up red on Linux Dbg and MSAN, so disabling for those
three builds. It's flaky on other platforms, but a lot less so.
