OWNERS for chrome.idle API

I'm currently the only owner in extensions/browser/api/idle.

I never really contributed anything to this directory other than reviews: I was only included so the directory would have at least two OWNERS. However, the other owner (and main implementor) no longer works on Chrome, and the team that used to work on these APIs has moved on to other projects.

Would it be OK to simply delete this OWNERS file? Otherwise, I'm not entirely sure what to do--unless someone wants to volunteer to be a co-owner of a mostly maintenance-mode feature.

While not ideal, I think it's fine to delete the owners file in this case. (I don't have any better suggestion of who may own it)
