Create sub-tab similar to DevTools from Chrome Extension

Hi, new to the group. Let me know if there is anything I should do to improve this post/ how I might better go about finding information on this.

I would like to know if a Chrome extension can add a "sub-tab" to a Chrome tab like the one that is created with Chrome DevTools (Inspect)?
