Declarative Network Request API proposal: disable individual static rules

Hello,

This is a request for feedback on a proposal to extend the Declarative Net Request API in order to make it possible to disable individual rules that are part of the static rulesets bundled with an extension.

This would allow extension developers to react in a timely manner to static rules with undesirable behavior, without hampering the functionality of the extension or risking unwanted side effects.
