Extension API Modification: Support CIDR blocks in urlFilter

Hey all,

Suggestion: Support CIDR blocks filter as part of the urlFilter flow.

As of today the urlFilter supports hostSuffix, hostEquals, ports filter and etc.

It will be very useful to add an option to support CIDR blocks filter as well, this can be done via separated filter class (similar to ports filter) or as a URL matcher condition (similar to HostSuffix).
