Chrome Extension API Proposal: Extending chrome.login

Hi extension-api-reviews,

The Imprivata team is proposing an extension to the chrome.login API to support a new feature for Imprivata.

We initially planned to implement this as a private Mojo API (see CL), but Devlin raised the concern that the Mojo approach was less secure than an extension API. As such, I've converted the Mojo API to an extension API.
