M116 will be the last Chromium to support macOS 10.13 and 10.14

The Chrome Mac team has determined that M116 will be the final release of Chromium to support macOS 10.13 and 10.14, and that M117 will begin requiring at least macOS 10.15.
There are some internal bugs for launching this, but https://crbug.com/1410851 will track the code removal when it is time.
