M138 will be the last Chromium release to support macOS 11

The Chrome Mac team has determined that M138 will be the final release of Chromium to support macOS 11. M139 will require at least macOS 12.

Chromium M138 has branched, and trunk is now M139. Therefore, as per this announcement, I'm ratcheting the requirement for Chromium on the Mac to be macOS 12.

https://chromium-review.googlesource.com/c/chromium/src/+/6593912 will bump the LSMinimumSystemVersion value in the Info.plist. Bumping the minimum deployment target will likely require a bit more of a change to the code, and will follow.
