M128 will be the last Chromium release to support macOS 10.15

The Chrome Mac team has determined that M128 will be the final release of Chromium to support macOS 10.15. M129 will require at least macOS 11.

https://crbug.com/1518923 will track code removal when this happens.

Heads-up: M128 branched and trunk is M129, so this is happening now. I set the LSMinimumSystemVersion to be "11.0" and will be working over the next few days to roll the deployment target.
