Google Chrome 72.0.3626.96 (Official Build) (64-bit)
OS: MacOs 10.14.2 (18C54)

Steps to reproduce the problem:
1) create a new google doc, create a bullet list: bullet 1 with indent of 1 and bullet 2 with indent 2 or use this doc: https://docs.google.com/document/d/19UAM2HGMEaMbTM2_0kYDc_CG6fxtjrT1nK-mdia3zYo/edit
2) copy all
3) paste all in gmail compose window or content editable
observe that bullet 2 has indent 1 (https://screenshot.googleplex.com/YsrLZrj8QVV)
4) in same compose window/content editable, select all, delete all, then paste all again
observe that it's now ok (https://screenshot.googleplex.com/OyxW4gKLVp5)

What is the expected behavior?
same result (https://screenshot.googleplex.com/OyxW4gKLVp5) all the time

@OP I'm not able to repro the issue. I tried both GMail and a plain contenteditable. I don't have access to document or screenshots you posted in comment #0, but here's a screencast of it working for me. Perhaps the issue has been fixed? Could you let me know if it still repros for you?
