TestExpectations for this test were changed a couple of days ago in the build where the test started failing (it used to be considered flaky, but that is no longer the case). However, the bug describing the flakiness describes issues with the scroll bar appearance, whereas the current failure is caused by the focus appearing on the wrong element.

I am going to disable the test in TestExpectations as I have no idea what might be causing the actual failure and how long it's been there, and will link the new expectations to this bug.
