Hello everyone. I'm sorry in advance for a huge CL but I didn't find how to make it smaller and keep semantically meaningful. This is the biggest CL in FP16 series. It introduces the proposal opcodes, F16 data type and software emulation for Liftoff. The half of the CL is tests and stubs for Liftoff assemblers for supported platforms.
